How do you do a border?
Well, since I'm not that savvy with Photoshop yet, I resized the original JPG and saved it as a bitmap ('cause I'm most used to working with *gasp* MSPaint).
In MS Paint I extended the canvas size equally on all sides by using the Image-> Attributes menu to change the dimensions on two of the sides, then I rotated the image 180 degrees and added the same amount to the other two sides, to keep it even.
Then I colored the resulting white border black, and then used the box tool to draw the inner white border, to spice it up a little. (Was careful to keep hte measurements equal on all sides).
Finally, I saved the BMP, and opened it in Photoshop so that I could convert it to a JPG without overcompressing it like MSPaint does. ^_^ *whew*
